The Microsoft Services Provider License Agreement (SPLA) is the only Microsoft licensing agreement under which you can grant access to your Microsoft applications to users outside internal staff (and even direct customers in many cases).
You will need the SPLA if you :
Host websites on Microsoft software for other organizations, rent out PCs, servers or laptops with Microsoft software installed on them, Microsoft Dynamics CRM and Microsoft Dynamics ERP, allow other organizations including external consultants and contractors to use any of your applications that are built on Microsoft software such as Windows Server or SQL Server.
